Phil Goddard spent more than a decade working in the construction industry before transitioning into the building code field in 1985. Within two years, he earned his Chief Building Official certification and went on to lead multiple municipalities. This early leadership role helped shape his comprehensive understanding of how buildings are designed, reviewed, and constructed—and how building codes play a critical role in life safety, compliance, and project success.

In 2001, Phil identified a growing demand for expedited, in-depth, and personalized plan review and inspection services that go beyond standard municipal processes. He founded Code Consultants International to provide responsive, client-focused solutions for architects, engineers, developers, contractors, and building owners. Since then, the firm has become a trusted authority in building code consulting throughout Colorado and beyond, supporting projects of varying size and complexity.

Phil is known for his ability to translate complex code requirements into clear, actionable guidance, helping design teams move projects forward efficiently while maintaining the highest standards of safety and compliance.

Outside of work, Phil enjoys spending time with his family, bicycling, and fishing.

Michael Abruzzi

Job Title:   Vice President

Michael Abruzzi was born and raised in Trinidad, Colorado, where he began his professional journey in the electrical trade, following in the footsteps of his father and grandfather. After completing his apprenticeship, he earned his Master Electrician license and went on to start his own electrical business in the 1990s.

His career took an exciting turn when he befriended an electrical inspector who mentored him into his first inspection role with the City of Littleton. The transition to building inspections sparked a new passion for Michael, leading him to expand his career across various cities and take on leadership roles, eventually managing an entire building department. When the opportunity arose to move into the private sector with CCI, Michael saw it as a chance to bring his wealth of knowledge and experience to a new arena, further enhancing the quality of work in the industry.

Outside of his professional pursuits, Michael enjoys spending his free time playing bocce ball, golfing, and cherishing moments with his grandkids.

Julie Whitmire has been the Office Manager at CCI for over a decade, with prior experience in administrative assistance & management.

Martin Oray

Job Title:   Building Inspector

Martin is a U.S. Navy veteran who served overseas before returning home to begin a career in healthcare as a medical assistant, a role he held for 15 years. Following the loss of his father, Martin transitioned into the electrical trade, where he built a successful career spanning more than 20 years.

After sustaining an on-the-job injury, Martin chose to remain in the industry by becoming a building inspector in Grants Pass, Oregon, earning his ICC Certification along the way. Eventually, his love for Colorado brought him back home, where he joined the CCI family and continues to apply his extensive field knowledge and commitment to quality.

Outside of work, Martin is an avid Colorado Avalanche fan and an enthusiastic memorabilia collector, including classic arcade and pinball machines.

John Hepp

Job Title:   Building Inspector

John Hepp was born and raised in St. Louis County, Missouri, where his interest in construction began at an early age. He was inspired by watching his parents build their family home, which was designed by his father.

In 1997, John married his wife, Jennifer, and relocated to the Denver area to begin his career in construction as an apprentice electrician. Just four years later, he earned his Journeyman Electrician License, which he has maintained as active ever since.

Driven to expand his knowledge of the industry, John went on to study building codes across multiple trades. He has since earned several certifications from the International Code Council, strengthening his expertise in construction and code enforcement.

Outside of work, John enjoys spending time with his wife and friends, playing board games, camping, and bowling.

NADEEN BECKETT

Job Title:   HR / Finance

Nadeen has been with CCI from its inception. She has a passion for all things administrative, which is a critical part of her day to day duties as Finance Manager.
